You have your own SIM cards, your own resources (IMSI, MSISDN) allocated by the regulator, and your own database managing your subscribers’ rights (Home Location Register – HLR and Home Subscriber Server – HSS). This offer is 5G NSA, VoLTE and eSIM compatible.

Orange Wholesale France enables FULL MVNO access to its mobile access network
- To authorize the SIM cards of the Full MVNO partner to connect to the Orange access network
- To bill the MVNO for wholesale traffic
Mobile Virtual Network Operator
- Implements its own Network Core
- Issues its own SIM cards (with its own French network code – 208.xx) and has its own Home Location Register – HLR and Home Subscriber Server – HSS databases
- Invoices and manages its end customers on its own information system
- Implements offers for its customers and manages its distribution network
- Organizes appropriate customer service
Technical requirements of the offer:
Interconnection
The Full MVNO must have an interconnection agreement and agreements allowing it to connect:
- Other French fixed and mobile networks
- Partner networks abroad (roaming)
- Internet (collection and transit)
Active core network
The Full MVNO must implement its core network and must have at least the following equipment:
- Home Location Register – HLR / Home Subscriber Server – HSS
- Mobile Switching Center – MSC, Gateway Mobile Switching Center – GMSC
- Gateway GPRS Support Node – GGSN
- Value-Added Services Platform
Regulatory prerequisites of the offer:
To have filed a declaration of operator activity with ARCEP, in accordance with Article L.33-1 of the French Post and Electronic Communications Code.
The Full MVNO must have the following elements:
- Its own Mobile Country Code – MCC / Mobile Network Code – MNC and its own portability prefix.
- Prefixes to identify its own traffic
- Mobile MSISDN number ranges (06,07, etc.)
